The Minister of Sports of Ukraine, Vadym Gutzait, signed the Regulation on holding the Championship of Ukraine-2022/2023, which he talked about in social networks.

"We are preparing for the start of the football season of the Ukrainian Premier League and the PFL league. I thank the President of Ukraine Volodymyr Zelenskyi and Prime Minister Denys Shmyhal for the decision to restore the national championships. This is very important to us. But safety is even more important.

The Regulation on the holding of football competitions among teams of professional football clubs in Ukraine under martial law has been approved. The Ministry of Youth Sports, together with the UAF, the Ministry of Defense, the Ministry of Internal Affairs, the National Police and the State Emergency Service, have developed additional security requirements.

  • Matches are organized at stadiums allowed to host matches under martial law by the relevant regional or Kyiv city military administrations, the specialized Committee of the UAF together with the UPL and the PFL, respectively.
  • Matches are played without spectators. The participation of a limited number of accredited persons is allowed - football players, coaches, referees, staff, match officials, representatives of accredited media, medical service, State Emergency Service, National Police.
  • Operators of sports facilities are required to have an evacuation plan and prepare shelters, which must meet all state safety regulations and be able to accommodate the full lineup of match participants. Shelters should be located no more than 500 m from stadiums.
  • In the event of an air alert, the stadium announcer must announce: "Attention! Air alarm! We ask everyone to follow us to the shelter!". The referee of the match immediately blows the whistle to stop the match and follows the teams to the shelter.

The UAF will deliver detailed instructions to all football clubs, stadium operators, and regional military administrations. I ask everyone to be as responsible as possible for the implementation.
