Recently, there have been questions about the organization of VAR work in the matches of the Ukrainian Championship, so the UAF and the UPL provide clarifications regarding the procedure for using the system.
Number of VARs in Ukraine
To date, three VAR systems have been completed in Ukraine. The purchase of the first VAR van was made entirely at the expense of the UAF. The second and third VARs were purchased with funds from the UAF and partly from the UPL.
All VAR vans are located on the territory of Ukraine.
VAR funding
In order for the VAR van to work at the match, you need to additionally finance:
- the work of repetition operators;
— work of other technical personnel;
— logistics and other operating expenses;
- licenses for the use of software and the direct work of VAR arbitrators.
Assigning VAR to matches
The appointment of VAR for UPL matches takes place in accordance with the regulations, which were familiarized with before the start of the competition by all clubs according to the following procedure.
In order to determine matches for the application of the VAR system in football competitions among professional teams in the 2022/2023 season, a special commission is being created in the following composition:
- Protasov O. V. - First Vice-President of the UAF;
- Wild E. S. - Executive Director of the OPFKU "Premier League";
Luchi Luciano is the head of the UAF Referees Committee.
If it is necessary to use the VAR system in PFL competitions, the PFL President Kadenko A.V.
By the decision of a specially created UAF commission, the option of assigning one VAR van to the matches of the Ukrainian Football Championship at the expense of the UAF is provided.
The second and third VAR vans are open for clubs to order. To consider such an order, the club must send a duly executed application. The format of this application is provided for by the regulations of the Ukrainian Football Championship and the agreement between the UPL and the UAF. Such an application must contain:
— the date of the match;
— the name of the stadium where the match is to be held;
- guarantees of payment (i.e. technical base and human resources).
The name of the stadium is necessary to understand whether the stadium is already certified in accordance with FIFA requirements for playing matches with the VAR system.
In the event that an application is submitted by a visiting team, such an applicant club must also add a written consent from the host team to receive the VAR system within its own sports infrastructure in accordance with the requirements specified in the UPL regulations (Appendix No. 20).
Only those applications that are executed in accordance with the prescribed procedure are accepted for consideration, and the decision to satisfy or refuse is communicated to the club within the time limits indicated in the relevant provision posted on the UPL website in the form of the minutes of the meeting of the above-mentioned commission. In practice, the response of the club is provided within one to three days.
