The situation is very borderline - it is difficult to understand whether player No. 6 of FC Shakhtar is in an "offside" position or is on the line with the penultimate player. The recommendations given by the UAF Referee Committee, as well as by UEFA and FIFA, are very clear: "When in doubt, keep the flag down." Therefore, in a situation like this, the Referee Committee expects the Assistant Referee not to raise the flag.
