Daily Mail journalists have given another reason for the delayed transfer of money from the £2.3 billion sale of Chelsea to a special fund to manage and distribute revenue for humanitarian purposes in Ukraine as a result of the Russian invasion.

According to the source, the release documents are due to be signed by Roman Abramovich, who sold the club last year. However, he is reluctant to do so because he believes that the assets should not only be allocated to Ukraine but also part of Russia.

It is noted, however, that neither the British government nor the European Commission will agree to such a move as long as sanctions against Russia are in place.

The process may now be delayed until at least September. The Fund management hopes that the money will be received at least before "the severe winter conditions come again closer to the end of the year". But there are no guarantees.

The £2.3 billion remains in a frozen bank account in the UK.

It was also reported earlier that the licensing of the Fund for the Management and Distribution of Revenue for Humanitarian Purposes in Ukraine was being delayed due to bureaucratic problems.
