The Ministry of Youth and Sports of Ukraine has developed additional measures to ensure that spectators are admitted to the stands of sports competitions in compliance with security conditions. These measures have been developed in accordance with the protocol decision of the Cabinet of Ministers of Ukraine dated 1 December 2023 No. 133.
The head of the Ministry of Youth and Sports, Matviy Bidnyi, informs that the proposed measures will help all participants feel safer and enjoy the energy of the competition.
"No TV broadcast can replace the emotions of the stadium, but our priority has been and will be the safety of the spectators. We have taken a very responsible approach to the development of measures together with the security structures. We have to bring the excitement back to the stadiums just as we brought the audience back to cinemas and concerts in the past," emphasises Matvey Bidnyi.
According to the procedure for holding sports competitions, a preliminary inspection of the venue will be carried out by a working group consisting of representatives of the sports federation, the management of the sports facility, representatives of the UEFA Youth and Sports Department with the involvement of the State Emergency Service of Ukraine and the National Police of Ukraine.
In particular, the Working Group will conduct a preliminary inspection of the protective structure that can be used as a shelter for the possibility of accommodating all participants of the competition, located at a distance of no more than 500 metres from the venue, taking into account the evacuation time of up to 10 minutes on foot, and taking into account the conditions of movement of persons with disabilities.
The Working Group will also determine the number of people who can be accommodated by the simplest shelter or protective structure, taking into account the number of athletes, coaches, judges and specialists involved in the competition, administrative staff and the expected number of spectators.
Based on the results of the inspection, a relevant act will be drawn up, which will indicate the address and approximate number of people who can be accommodated by the shelter or structure, as well as the approximate distance to the shelter.
The management of the sports facility is expected to develop an Action Plan in case of an air raid alert, including compliance of evacuation routes with approved standards, taking into account the conditions of unimpeded access to the shelter for persons with disabilities. The Action Plan should set out step-by-step actions and measures to be taken in these circumstances.
Diagrams of evacuation routes should be posted in all accessible areas of the sports facility.
Athletes, coaches, referees and other professionals involved in the competition must be instructed and sign the familiarisation form (appendix), which is an integral part of the application for the competition.
