The 44-year-old specialist will be called upon to replace Enzo Marescu, who accepted Chelsea's offer.
Cooper has been out of work since December last year, when he was fired from Nottingham, which he had managed for just over two years. At the time of his dismissal, the Foresters were in 17th place in the table after only one win in 13 Premier League matches.
