In November 2010, Ivan Terletskiy invited Tsygankov to the Kyiv "Dynamo" Academy, while Donetsk's "Shakhtar" was also interested in the player, but Viktor decided to go to the capital. At the Dynamo Academy, Tsygankov had a chance to play under the guidance of Pavlo Kikot, Andriy Biba, Yuriy Yeskin, and Oleksiy Drotsenko.

In the national team, Tsygankov made his debut on November 12, 2016, in a match against the Finnish national team held in Odesa.
