The main topic was the discussion of security provision at stadiums and the organization of football matches under martial law.

The key issues of the meeting included:

— a comprehensive approach to stadium infrastructure and security measures (current requirements and recommendations for preparing sports arenas for matches were considered);

— risk analysis under wartime conditions (participants discussed potential threats and measures for their minimization);

— requirements for a football club security officer (necessary qualification criteria and areas of responsibility for officials responsible for match security were determined);

— personnel training (particular attention was given to training stewards and club security services, their interaction with the police and other structures);

— organization of public order during matches (procedure for actions in case of emergencies was discussed, as well as mechanisms for coordination between clubs, UAF, and law enforcement agencies);

— requirements for stadiums (participants received updated information regarding the categorization of stadiums and their inspection process);

— incident analysis (problematic situations that occurred during matches were discussed, and ways to avoid them in the future were identified);

— club certification process (staff requirements for football clubs regarding compliance with safety standards were discussed).

Representatives of the National Police emphasized the importance of close cooperation with club security officers and UAF, and also stressed the need to comply with regulatory requirements during match organization.

As a result of the meeting, recommendations for clubs were formed, aimed at enhancing the level of security at stadiums and the effective operation of relevant services. UAF will continue active cooperation with all interested parties to ensure the safe conduct of football competitions in Ukraine.
