President of Ukraine Volodymyr Zelensky signed the Law "On Amendments to the Law of Ukraine "On Physical Culture and Sports", which entered into force on October 1.
The main essence of the changes is that gradation has now been introduced: within the framework of "sporting competitions", a "sporting event" can be held. At the same time, the latter is the prerogative exclusively of its direct organizer. In the case of a football match, its organizer is the club that is the host of the match. This is directly stated in the Law.
“A sports club that holds a sports event within the framework of sports competitions and provides organizational, financial and other support for its preparation and holding is considered the organizer of a sports event,” the new Law says.
In addition, under the Act, the organizer of the sporting event now owns the television rights.
“The organizers of sports events held as part of sports competitions may, on a voluntary basis, transfer the rights to the organizers of the competition ...
Any restrictions on the rights of the organizers of sports events to freely dispose of the rights specified in part eight of this article (including through the rules of the competition or other documents adopted or approved by the organizers of the competition) are not allowed.
... The right to cover sports and recreational or sports events by broadcasting an image ... belongs to the organizers of sports and recreational or sports events in accordance with the law, ”the Law says, in particular.
Thus, from now on, the rights to broadcast matches of the championship of Ukraine belong to the clubs participating in the competition. Accordingly, the issue of creating a single TV pool for showing UPL matches has returned to its starting point.
