Authoritative Italian insider Gianluca Di Marzio believes that after Chelsea took over Mikhail Mudrik from Arsenal, the Gunners decided to reconsider their behavior in the transfer market.
He explains this with the example of the transfer of Jakub Kivior, who was recently acquired by Arsenal from Spezia:
“The move for Spezia centre-back Jakub Kivior was strange. After the failure of Mudrik's transfer, Arsenal wanted to sign contracts with agents, clubs and all parties so that they could not talk about the deal until it was completed.
When everyone was talking about Mudrik, and then Chelsea came and took the player, Arsenal probably decided to maintain a “silence regime”.
No one knew about the signing of Kivior until the very end. And I understand Arsenal because Chelsea can come in and offer more for every player they want."
