The second reason is more real. But there are halftones here. Pavelko's enemies argue that UEFA and FIFA simply do not want to get involved with the UAF's scruffy leaders. On the other hand, there are enough functionaries there who dream of overthrowing the owner of the House of Football. The bad thing is that these two positions do not go together.
