I think we will finally know the answer to this question already this week, when Metalurg hosts Karpaty in Morshyn. This will be an "x" moment for these clubs.
In terms of budget, the undisputed first place is in Polissya. In terms of finances, this team can give handicaps even to many clubs from the UPL.
