"In general, the behaviour of many of the participants in such fights qualifies as hooliganism (i.e. a gross disrespect for public order, accompanied by particular insolence or exceptional cynicism) committed by a group (part 2 of article 296 of the Criminal Code).
It is clear that there will only be football sanctions here. No one will prosecute them because no one will initiate a criminal case," Skoropashkin said.
