As it has already been reported, the chairman of FIFA's referees committee, Pierluigi Collina, proposed to amend the football rules: the legendary referee believes that the possibility of following up the ball into the net after a penalty kick should be abolished.

Collina justified his initiative as follows. The former referee believes that the chances of a player taking a penalty are already too high, while the goalkeeper has almost no prospects of saving the ball, and it is unfair to allow players to follow up in situations where the goalkeeper was able to take advantage of their negligible chances.
Collina also stated that he has already submitted his proposal to IFAB (International Football Association Board, which regulates the rules of football): "I have already made a proposal to IFAB: if you don't score with the first shot, then the penalty process is over, and the game continues."
