Information from the Committee on Stadiums and Competition Safety of the UAF regarding the regulation of visiting fans

The Committee on Stadiums and Competition Safety of the Ukrainian Football Association has made a decision to regulate the presence of visiting fans at matches during martial law.

According to additional safety measures, the presence of visiting fans at matches was prohibited since the beginning of the full-scale invasion. However, recently, fans of visiting teams have been increasingly appearing in the stands, so the committee decided to officially regulate this issue. In particular, the procedure for fans entering the stadium and the responsibility of clubs for their actions before, during, and after matches have been defined.

According to paragraph 12 of Section I «General Requirements» of the Additional Safety Measures for organizing and conducting football matches in Ukraine under martial law, the committee decided to regulate the presence of visiting fans and supplement its decision with a provision on the responsibility of the visiting team for the actions of its fans, namely:

«Attending matches by fans organized by the visiting team is not prohibited, provided there is written agreement with the host club (match organizer). In this case, the match organizer must provide at least 5% of the seats from the permitted number of spectators in the stadium—in the visiting or a separate sector, and ensure them places in a shelter. Responsibility for the actions of the organized fans of the visiting team rests solely with the visiting club.

Additionally, the club is responsible for the behavior of its fans (including those identified by match officials), official representatives, as well as any other persons performing certain functions during the match on behalf of the club.»
