Note that the UPL commission decides which match will use the VAR system. The rest of the clubs can order a video surveillance system for the match at their own expense, which Rukh took advantage of. However, this requires the consent of the two clubs. And since Ingulets refused, the use of VAR unilaterally is impossible.
