During a recent online meeting between representatives of UPL clubs and the supervisors of the refereeing corps, Nicola Rizzoli and Luciano Luci, which took place on 11 October, Kryvbas Kryvyi Rih made proposals that could make the work of the Referees' Committee more open.

1. Is it now possible to obtain information about the referee's score given by the match inspector?

FC Kryvbas's proposal: To make the information and assessment public.

2. Does the referee have a system of fines and penalties after an unsatisfactory assessment?

FC Kryvbas's proposal: We propose to make public the decision in accordance with the inspector's assessment.

3. Who controls the inspector's decision and assessment?

FC Kryvbas's proposal: Create a supervisory group. To control their work and form inspectors' ratings.

4. What criteria are used when appointing referees?

FC Kryvbas's proposal: To introduce a public blind draw of referees for a match, taking into account logistical and geographical nuances.

5. What factors influence the promotion or demotion of a referee?

FC Kryvbas's proposal: Create clear evaluation criteria and a system of exchange between leagues according to the referee's rating. Signing contracts with the league at the beginning of the season according to the rating.

6. Can referees give comments after matches?

FC Kryvbas's proposal: When signing contracts with referees on the eve of the season, include a corresponding clause in them, as is done in most foreign championships.

7. Is there a mechanism that protects referees from accusations of biased refereeing?

All of these proposals have been sent to the Arbitration Committee, and we are ready to set up working groups to discuss the proposed innovations and explain our position in more detail. All the points, especially the last one, require more detailed discussion and explanation of all the details and nuances. We are confident that these changes will benefit not only all clubs, but also the refereeing corps and Ukrainian football as a whole. We would like to look for solutions to urgent problems, not excuses.
