The Referees Committee of the Ukrainian Football Association has explained the interpretation of the game episode of the match of the 2nd round of the 2023/2024 Ukrainian Championship between Veres and Shakhtar.

Decision on the field: free kick and goal.
Correct decision: free kick, repeat the free kick.
Explanation/reasoning: The referee correctly awards a free kick (KO) for an offence committed outside the penalty area. The Laws of the Game allow the players of the team in whose favour the penalty kick is awarded to resume play without the referee blowing the whistle, so from this point of view the goal was scored in accordance with the rules. It should be recalled that only the team in whose favour the AI is awarded has the right to ask the referee to take the opponents away, in which case the referee resumes play when the whistle blows. Having said that, it should be noted that in practice, when the referee interferes with the dynamics of the AI (by spraying the place where the AI is performed), it is advisable not to resume play but to do so at the whistle.
VAR: Even if the VAR was present, he would not be able to intervene because it is a matter of resuming play. The VAR can only check infringements committed during the game itself, and in this case we only have control of the APP (initial phase of attack).
