Laos thinks he is number 1, attracts attention. He probably thinks that he is the best referee in the world, sometimes he behaves very pretentiously. His behavior doesn't characterize him very well. We don't know him very well. This is a referee who does everything that he is told into the microphone or before the match, what is necessary for this or that team to pass.
